Terrorists have been performing their murderous acts on innocent civilians long before 9/11, not only in the U.S., but all over the world. Nor is the U.S. their sole target; the West as a whole is their goal. Avoiding confrontation and playing ostrich have no effect when dealing with ruthless enemies. Germany of all countries should know this. Appeasement didn't work with them over a half century ago, either.
